Set FragmentStatus in sharedViewModel and announce WelcomeFragment to screen readers when it is resumed.

Changing the fragment status is necessary to display content in help section that is adapted to WelcomeFragment. Announcing WelcomeFragment when it is resumed increases the accessibility of the application.
